Issue Summary

When exporting & importing user or using the import template to import users, the system encounters a 500 error. 

Steps to Reproduce

Option 1:

1. Step 1 - export existing users
2. Step 2 - make a minor update (optional)
3. Step 3 - Import the file

Option 2: 

1. Step 1 - download user import template
2. Step 2 - Update & Import
