Issue Summary

When developmental steps are required users are seeing double warning messages tied to one developmental step not meeting the required field logic. The details panel only shows one developmental toggle related to the required functionality. If users enable this toggle they are blocked and can't save the work item.

Steps to Reproduce

1. Step 1 - Navigate to the detail panel under the administration 
2. Step 2 - Next toggle on developmental step
3. Step 3 - Next make developmental step required
4. Step 4 - Navigate to work item fill in all required fields except the one developmental step
5. Step 5 - Then click fill in developmental step and click save

Expected Results

There should only be one warning message for the one developmental step required

Actual Results

Seeing duplicated warnings for one developmental step

Workaround

Users have to turn off the required setting
