      Issue Summary

      Capabilities are not displaying under the epic in the Work Tree Strategy View until user adds the epic main program to the capability additional programs list

      Steps to Reproduce

      There should be a Portfolio that has Program 1 and Program 2. There should be a theme that contains the Epic, Epic should have Program 1 set as the main program, and Program 2 set as additional. The epic should have child capability with Program 2 set as main and no additional programs. All work items should live in the same PI. The theme should be assigned to the theme group, a monthly goal, etc. in order to appear in the work tree.

      1. Open Work Tree Strategy view
      2. Select Portfolio and PI from the preconditions in the context menu
      3. Expand all the nods including the epic nod

      Expected Results

      Capability is visible under the epic

      Actual Results

      No capabilities are shown under the epic despite they share the program, PI, and exist under the same hierarchy. 

      Workaround

      The only workaround available for the moment is to set the epic's main program as additional in the capability work item.
