[JIRAALIGN-1544] Roles: User with no ''Update terminology' permission is able to edit terminology

Issue Summary

Roles: User with no ''Update terminology' permission is able to edit terminology

Steps to Reproduce

1. Login
2. Create some role with enabled 'Platform Terminology' and disabled 'Update Terminology'
3. Assign some user to this role and impersonate as that user.
4. Go to Administrationm>Platform Terminology.
5. Check if user has edit rights.

Expected Results

The user is not able to edit Terminology

Actual Results

The user is able to edit Terminology.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
