Issue Summary

Scope change report(Release Scope Report) only displays Single Program Features.

Steps to Reproduce

1. Do not turn on Multi-Program feature toggle.
2. Create a release with several features
3. Navigate to ReleaseScopeReport grid
4. Select the program and release

Expected Results

Single and Multi program features should display

Actual Results

• Nothing is displayed because the current "Approach" is set to NULL. (multi-program feature toggle OFF)
• If Multi-program feature is ON

  Approach	Feature displayed in Report?
  No Selection	No
  Single Program Feature	Yes
  Multi-Program Feature	No

Workaround

To display the features on the report,

1. Multi-program feature toggle has to be enabled.
2. Feature Approach must be enabled and set to Single-Program Feature
