Issue Summary

Feature Developmental Process Steps: Editing a Feature will modify the Developmental Process Step when there are multiple Developmental Process Steps mapped to one Jira Align State

Steps to Reproduce

1. Create a Feature level developmental process step value stream that is mapped to states and has multiple developmental process steps mapped to a single Jira Align state
2. Create a Feature tied to a Program associated to the developmental process steps created in step 1 and set the process step to one of the values that has multiple process steps mapped to a single Jira Align state
3. Modify the work item on a field other than state

Expected Results

The process step of a Feature would not be modified after non state edits to a Feature. Please ensure this fix does not negatively impact Developmental Process Step and Status mapping coming from Team Tool Connectors.

Actual Results

The process step of the Feature is modified after any other field on the Feature is updated and the audit log says the user made the modification

Workaround

After editing a Feature and saving be sure to reset the developmental process step to its original and desired value then resave the work item.
