Issue Summary

In Feature backlog, there is no ranking applied by default confusing the customer when they to push ranking to external system.

Steps to Reproduce

1. Create a Program with several Features.
2. Make sure this is synced with Jira Connector.
3. Navigate to Feature Backlog.
4. It will prompt "Ranking Items in Program Rank View"
   
5. Do not move any of the work items.
6. Click Pull Rank > Push rank to the External System
7. Wait for synchronization to complete and check ranking in Jira.

Expected Results

Ranking in JA should reflect in Jira

Actual Results

No changes in ranking in Jira.

Workaround

Move any of the work items to actually trigger ranking in JA before pushing rank to external System should now reflect.
