Issue Summary

Enabling add/delete for Release Vehicle doesn't have an effect.  The "add Release Vehicle" won't show unless the user enables the Release "add" toggle.

Steps to Reproduce

1. Select a role where you want to enable Release Vehicle.
2. Enable Release Vehicle toggle add and delete (Program > Manage > Release Vehicle)
3. Login a user with that role and navigate to Release Vehicle.
4. Notice that "add Release Vehicle" is not enabled.

Expected Results

"add Release Vehicle" should be enabled for that role

Actual Results

"add Release Vehicle" is not displayed.

Workaround

Currently, Release Vehicle add button is mapped to Release add button. If it's urgent, you can enable "add" in Release toggle.

However, take note that this will also allow the user to add a Release/PI.
