Issue Summary

Epics Time/ Skills Panel: Managing Skill Sets requires users to have the Team > Team > Edit Permission Toggle enabled for their system role

Steps to Reproduce

1. Create a user with a role who has access to the Epic Work item with the Time/ Skills panel enabled and the "Manage Skill Sets" button enabled. This created user should not have Roles > Team > Team > Edit enabled
2. Click the "Manage Skill Sets" button with the user

Expected Results

Roles > Team > Team > Edit would not be tied to the "Manage Skill Sets button while other permissions tied to the button would persist.

Actual Results

The user will receive a whoops error when clicking the button. The error is resolved by turning on Roles > Team > Team > Edit for the user's system role.

Workaround

Turn on Roles > Team > Team > Edit for the user's system role.
