Issue Summary

Links: User with all permissions for the work item is not able to edit Link

Steps to Reproduce

1. Login.

2. Create a role with next Settings:

• Enabled Add, Manage and Delete Agile Objects in Additional Options;
• Enabled All permissions for the Epics, Capabilities, or Themes.
• Disabled master toggle for the Team Level

3. Assign any user to this role and Impersonate as this user.

4. Go to Epics, Capabilities, or Themes, open any and try to add Link.

Expected Results

The user is able to add a link on a work item if they have "Add" or "Save" toggled on for the corresponding work item level. 

Actual Results

The user is not able to add a link. He is able to do this only when he has Save permission enabled for Stories.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
