Issue Summary

On the status report, the state bar design is inconsistent between reports and the design on the epic status report is not obvious what is trying to display. In addition, the status bar populates from right to left instead of left to right. 

Steps to Reproduce

1. Go to status reports
2. Click on any portfolio, program, or org structure report
3. Notice the state bar in each epic's row
4. Navigate to Epic status report
5. Notice the state bar at the top

Expected Results

The state bar on the epic status report matches state bar on other status reports.  Status bar should populate left to right. 

Actual Results

The state bar on the epic status report is different than the state bar on the other status reports. It is big and blocky, not obvious that it's showing a progress-like bar.

Also, status bar on all status report pages is populates colors from right to left .
