[JIRAALIGN-1479] Roadmap 500 Error: Fails to load when switching to tier one options "This Year" causes SQL Timeout (System.Data.SqlClient.SqlException)

      Issue Summary

      When customers run the roadmap we are hitting a sql timeout issue after they select "This Year" time frame for the PI selections. End results users hits a 500 error. 

      The query that is timing out: 
      System.Data.SqlClient.SqlException

      Steps to Reproduce

      1. Step 1 - Run the roadmap PI & Program (selected)
      2. Step 2 - Change PI to "This Year" (Bottom option on PI tier one) 
      3. Step 3 - Wait for the page to load; page fails to load 500 error

      Expected Results

      Page should load

      Actual Results

      SQL timeout/500 error

      Workaround

      No workaround at this time
