[JIRAALIGN-1476] Disabled Theme Groups are visible in Theme Group dropdown at Theme slide-out details panel

Issue Summary

Disabled Theme Groups are visible in Theme Group dropdown at Theme slide-out details panel

Steps to Reproduce

1. Enable Theme Groups as per 10X-Create-Theme-Groups
2. Browse to Theme Groups Setup page then disable some Team Group entry
3. Browse to Themes (ThemeGrid) page
4. Open any Theme's slide-out, then locate Them Group dropdown field

Expected Results

• Disabled Them Groups should not be listed in the dropdown.

Actual Results

• All existing Theme Groups are listed in the dropdown, regardless of its activation state.

Workaround

• Currently there is no known workaround for this behavior. A workaround will be added here when available.
