Issue Summary

Program Tracking: Label is referencing to Capabilities on the instance with disabled Capabilities and in Portfolio that has Capabilities disabled

Steps to Reproduce

1. Login
2. Go to an instance with disabled Capabiltieis at application level.
3. In Context Menu select Program that belongs to Portfolio with disabled Capabilities.
4. Select some PI.
5. Go to Program Tracking report.

Expected Results
