Issue Summary

When navigating to the status report and attempting to filter by tags in the context menu, results aren't returning. 

Steps to Reproduce

1. Step 1. Login
2. Step 2. Go to Status Reports
3. Step 3. Click on any Portfolio, Program or other status report
4. Step 4. Access Apply filters dialog.
5. Step 5. Add Tags filter (that is tied to a work item(s) shown on the report)

Expected Results

Tag filtering only works when using page-level filters. Tag filtering from the context menu needs to be applied to status reports so that only items with the selected tag(s) display. The tag page-level filter should be removed once fixed.

Actual Results

The context menu tag filters don't filter the items displayed.
