Issue Summary

The Program Team Owner (PTO) field persists on Dependencies even though the Program Team Owner (PTO) field has been removed from Programs

Steps to Reproduce

1. Navigate to a Program Dependency associated to an older Program
2. Notice there is a PTO field under the Depends on field of the Dependency

Expected Results

The Program Team Owner (PTO) Field would persist on any legacy dependencies that it has already been set on, but would not show on newly created Dependencies (To be verified by the Product Team as it may be worth completely removing the field on all Dependencies).

Actual Results

The PTO Field shows on Program Dependencies and is tied to a legacy Program Team Owner (PTO) field that has since been removed from the Program Slide-out.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
