Program Board: Dependency from Kanban Team to Agile team doesn't appear on Agile Teams Program Board

Steps to Reproduce

1. Login.
2. Create Program A with Kanban Team 1 and Program B with Agile Team 1.
3. Create PI 1 that only includes Program A, as well as PI 2 that only includes Program B. Both of these PIs should have overlapping dates.
4. Create and team to team dependency. Kanban Team 1 Requests and depends on Agile Team 1. The dependency is assigned to Kanban Team 1's PI.
5. Set needed by date of dependency to some date that belongs in both PI 1 and PI 2. Set No Work to "yes"

Expected Results

Dependency appears on Agile Team Program Board

Actual Results

Dependency doesn't appear.
