[JIRAALIGN-1400] Last Location Logic: System isn't redirecting users to the last page that was visited prior to log out

Issue Summary

The system has removed the functionality that will store the last page visited prior to logging out or the system timing out. This is functionality that has been around since the beginning of 10x. 

Steps to Reproduce

1. Step 1 - Navigate to the backlog view 
2. Step 2 - Click user icon image and select logout
3. Step 3 - Log back in

Expected Results

The system should redirect you to the last page you were viewing.

Actual Results

Logins are  redirected to the home page
