Issue Summary

Epics: Enabling the Value Tab on Epics force both Value Hypothesis and Scorecard

Steps to Reproduce

1. Login
2. Go to Administration>Roles>Any role>Check toggles that are available for Epic.

Expected Results

PdM reviewed:

1) In Administration-Platform-Portfolio specific settings under Value Engineering drop-down add new drop-down 'Scorecards' with Yes/No options, regulates if all scorecards section appears.

2) Add question mark hint next to it with 'This setting controls if Epics/Capabilities/Features can be measured using scorecards.', tied to terminology.

3) If none of the options (Scorecards/VE) are turned on - do not show Value tab (even if it is turned on for User Role).

Actual Results

Turning Value tab on turns both Value Hypothesis and Scorecard

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
