      Issue Summary

      Backlog: Themes list is not filtered by Strategic Snapshot from Tier 1 configuration

      Steps to Reproduce

      1. Login.
      2. Go to the Backlog.
      3. Themes view
      4. Select some Strategic Snapshot in Tier 1>Advanced configuration.

      Expected Results

      The list is filtered to themes that are tied to a goal that is tied to the selected Strategic Snapshot.

      Actual Results

      List is not filtered.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
