Issue Summary

When pull rank is clicked on the story unassigned backlog view items linked to features that have higher ranks, aren't syncing when the pull rank option is implemented. 

Steps to Reproduce

1. Step 1 - Set a PI and Program to your tier one
2. Step 2 - Next rank a feature at the top of the feature backlog to Rank 1
3. Step 3 - Ensure that this feature has children stories that are in the unassigned backlog
4. Step 4 - Navigate to the Story view
5. Step 5 - Select unassigned backlog in the sprint section
6. Step 6 - Make sure the story that is tied to the feature is associated to the feature isn't ranked as 1st on the list. 
7. Step 7 - Click pull rank

Expected Results

When Pull Rank is applied, stories in unassigned backlog should rank by their parent's program PI rank.

Pull rank isn't syncing
