[JIRAALIGN-1368] Defining a Strategic Snapshot in Tier 1 menu's Advanced Configuration prevents Strategy Room Content from Loading

Issue Summary

When setting a strategic snapshot in the tier 1 configuration it prevents that strategy room from loading. As expected, the dropdown in the Strategy Room page defaults to the set snapshot in the tier 1 config but the Strategy Room fails to load.

Reproduces on bimodalinternal.

Steps to Reproduce

1. Log in to the instance
2. In the Tier 1 menu click the gear icons for advanced configuration
3. scroll down to strategic snapshot
4. Select a snapshot from the drop down menu
5. Navigate to the Strategy room.

Expected Results

The Strategy Room page should load based on the selection in tier 1's Advanced Config.

Actual Results

The dropdown in the Strategy Room page defaults to the set snapshot in the tier 1 configThe Strategy Room content does not load.

Workaround

Open up Advanced Configuration in Tier 1.
Click "Reset All" button
In the Strategy Room, select the desired Strategic Snapshot. This will allow the content to load up in the room.
