[JIRAALIGN-1359] Backlog: Epics from unassigned backlog aren't listed in Orphan Objects

Issue Summary

Backlog: Epics from unassigned backlog aren't listed in Orphan Objects

Steps to Reproduce

1. Login.
2. Go to the backlog
3. Add epic with no estimates, parent and budget.
4. Open Orphans Objects view.
5. Select Program Epic is assigned to and Unassigned Backlog in PI dropdown.

Expected Results

Epic is listed in No Theme, No budget and other sections.

Actual Results

Epic doesn't appear.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
