Issue Summary

Ideation: External user with deactivated access to Portal can access it.

Steps to Reproduce

1. Login
2. Create/Update existing Ideation Portal to:
   Make Public: Checked
   Approve External Users: Not checked
3. Copy the external link and register a new external user for this portal.
4. As internal user deactivate access for an external user to Portal from step 2
5. As an external user access Portal.

Expected Results

The user with deactivated access can't access the portal.

Actual Results

The user still has permission to submit an idea, vote, etc.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
