[JIRAALIGN-1347] Capability is not listed under the Lean Metrics Section of Work in Process by State / Value Stream

Issue Summary

The Capability work item is not listed under the Lean Metrics Section of Work in Process by State / Value Stream. The Solution layer was added to the Jira Align Product after the Work in Process by State / Value Stream was built leading to the Capability work item not being listed on the Lean Metrics Section of the report. There is a story in the Jira Align backlog to add the Capability work item to the Lean Metrics Section of the report and this JAC ticket has been created to be a public facing tracker of the work.

Steps to Reproduce

1. Navigate to the Lean Metrics Section of Work in Process by State / Value Stream report with a Program and Program Increment that incorporate the Solution Layer and have Capabilities enabled.
2. Notice that Stories, Features, and Epics show, but Capabilities do not.

Expected Results

When Capabilities are enabled and the Tier one configuration incorporates Capabilities the Capability work item will show as an option under the Lean Metrics Section of Work in Process by State / Value Stream report.

Actual Results

When Capabilities are enabled and the Tier one configuration incorporates Capabilities the Capability work item does not show as an option under the Lean Metrics Section of Work in Process by State / Value Stream report

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
