Issue Summary

The term Developmental Steps is referenced in several pages despite "Enable Developmental Value Streams" toggle is OFF
This request to hide all references to DEVELOPMENTAL STEPS (in EPICS, CAPABILITIES, FEATURE, STORIES and THEME pages) if Enable Developmental Value Streams is OFF in Solution setup (platform settings page).

Steps to Reproduce

1. Browse to Admin > Platform > Solution (tab)
2. Enable (turn ON) the Enable Operational Value Streams toggle
3. Disable (turn OFF) the Enable Developmental Value Streams toggle
4. Setup a given Portfolio accordingly, then create a Value Stream of Operational type
5. Browse to EPICS, CAPABILITIES, FEATURE, STORIES and THEME pages
6. Notice references to Developmental Steps

Expected Results

• No references to Developmental Steps should be made since its toggle is turned OFF

Workaround

• Currently there is no known workaround for this behavior. A workaround will be added here when available.
