Value Streams : OPERATIONAL STEPS is mentioned in several pages despite "Enable Operational Value Streams" is OFF

Issue Summary

The term Operational Steps is referenced in several pages despite "Enable Operational Value Streams" toggle is OFF
This request to hide all references to OPERATIONAL STEPS (in EPICS, CAPABILITIES, FEATURE, STORIES and THEME pages) if Enable Operational Value Streams is OFF in Solution setup (platform settings page).

Steps to Reproduce

1. Browse to Admin > Platform > Solution (tab)
2. Enable (turn ON) the Enable Developmental Value Streams toggle
3. Disable (turn OFF) the Enable Operational Value Streams toggle
4. Setup a given Portfolio accordingly, then create a Value Stream of Developmental type
5. Browse to EPICS, CAPABILITIES, FEATURE, STORIES and THEME pages
6. Notice references to Operational Steps, e.g. ALIGNSP-2118

Actual Results

• Notice references to Operational Steps, e.g. ALIGNSP-2118

Expected Results

• No references to Operational Steps should be made since its toggle is turned OFF

• Currently there is no known workaround for this behavior. A workaround will be added here when available.
