[JIRAALIGN-1313] Unassigned Backlog Rank Not Consistent When Features are Ranked In Unassigned Backlog

Issue Summary

When customers export from the backlog we aren't seeing consistent ranking of the unassigned backlog. If a user exports the Unassigned backlog view (Reset to all) the opens the feature unassigned backlog section and rerank a feature. Then reset to all and export. The report doesn't match items are shifted.

Steps to Reproduce

1. Step 1 - Export Feature backlog (reset to all)
2. Step 2 - Navigate to the unassigned backlog change one feature rank
3. Step 3 - Export Feature backlog (reset to all again)
4. Compare both exports and the ranks/order

Expected Results

The report should only shift the work items that were reranked only. 

Actual Results

We are seeing multiple features changing
