Issue Summary

It appears that this report isn't showing the correct data based on each sprint selection. When selecting the different sprints you'll notice that the metrics shown don't change.

Steps to Reproduce

1. Step 1 - Run Planned vs Earned Velocity report (make sure you have a PI and a program in tier one)
2. Step 2 - Select each sprint and compare the metrics show via the graph 

Expected Results

There should be a team selector, and the chart should render the sprints according to the sprint chosen. 

Actual Results

The report is the same no matter the sprint a user selects.
