Issue Summary

When there are required fields missing on a dependency, you can click the save button after editing the description and you will see the green successful message despite the required fields being empty. 

Steps to Reproduce

1. Step 1 - Create a dependency
2. Step 2 - Fill in all required fields
3. Step 3 - Then remove the depends on team (Make sure this is a required field) set to select one
4. Step 4 - Next after removing depends on, edit description and click save
5. Step 5 - Notice toasters

Expected Results

Green toastr saying "updated successfully!" should be removed after editing and clicking out of title or description 

Actual Results

We see a successful message got description edit
