[JIRAALIGN-1291] Work Tree > Strategy View "Show Parent Level" toggle does not remain disabled if disabled by a user

Issue Summary

The toggle for the Work Tree -> Strategy View for version 10.67 and up named "Show Parent Levels" is toggled on by default.

While this may have been intentional, If the user is set to only use the monthly goal level the report will not build until they create the goal hierarchy above monthly goals.

If, however the user toggles this off "Show Parent Levels", then the report builds BUT they have to reset the toggle every time the page loads to show only the monthly goal down work tree in the strategy view.

Steps to Reproduce

1. Log in to a Jira Align instance running version 10.67 or newer
2. Navigate to Work Tree
3. Click Extra Configs
4. Select Strategy View
5. Note that "Show Parent Levels" is enabled by default.
6. Disable the toggle and click apply, as needed.
7. Navigate away from the Work Tree -> Strategy View page.
8. Return to the Work Tree -> Strategy View page.

Expected Results

The Toggle on the Strategy View for "Show Parent Levels" should remain off if the user turned it off previously.

Actual Results

The toggle is reenabled any time the user navigates away from the page and returns to it. They have to go click into the "Extra Configs" and turn the toggle off again.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
