Issue Summary

When we promote a feature to an epic, then the tags which were associated with that feature are getting lost. Because after promotion the new epic doesn't have the tags that were part of it when this work item was a feature.

Steps to Reproduce

1. Step 1 - Create a feature with multiple tags
2. Step 2 - Convert the feature to an epic

Expected Results

The converted workitem should keep all the original tags

Actual Results

Tags are removed

Workaround

have to manually enter tags again
