Issue Summary

The solution layer does not apply Global or any other rank information from above. Also, Program Level ranking is impacted by it.

After pulling ranks, none of the parent ranks is taken into account.

Cuurrently the inherit ranks from the level above aren't syncing. As a result, this would mean ranking Portfolio & Solution backlogs bring no guidance or impact on the Program level.

Steps to Reproduce

1. Step 1 - Super Admin enable feature toggle 43
2. Step 2 - Navigate to backlog
3. Step 3 - turn on column shown for portfolio & program rank
4. Step 4 - Validate each work item that the rank information is inherited 

Expected Results

 Cuurrently the inherit ranks from the level above aren't syncing & The solution layer does not apply Global or any other rank information from above. Also, Program Level ranking is impacted by it.

Feature toggle 43 backlog ranking is impacted and not showing the correct ranking
