[JIRAALIGN-1255] Backlog: Pull Rank is not available for Capabilities in the Program view

Issue Summary

Backlog: Pull Rank is not available for Capabilities in the Program view when no PI selected

Steps to Reproduce

1. Login
2. Go to the Backlog with tier one set to some Program and reset "PI" Tier 1 selection
3. Switch view to Capabilities.
4. Check if Pull rank is available.

Expected Results

Pull Rank from Parent(Epics) program rank is available 

Actual Results

Pull Rank from Parent is not available

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
