Program Tracking: Report doesn't list all Risks

Steps to Reproduce

1. Login
2. Create several closed risks with different resolution methods.
3. Go to Program Tracking

Expected Results

All Closed Risks of all Resolution Methods are listed

Actual Results

Only Closed Risks with Resolved Resolution Method are listed.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
