[JIRAALIGN-1206] Creating a user with SSO enabled generates an empty audit log

      Issue Summary

      If a Jira Align instance has SSO enabled, and an administrator creates a internal user account via Administration -> People, the audit log for the newly created user is empty.

      Reproduces on internal.agilecraft.com, which has SSO enabled and manual sign-in disabled.

      Steps to Reproduce

      1. A Jira Align Instance with SSO enabled and manual sign-in disabled must be used
      2. Log in as a Super Admin
      3. Navigate to Administration -> People
      4. Click the "Add User" button
      5. Fill in all relevant details and ensure that the user is an internal one.
      6. Click Save to create the user.
      7. click on the user account to bring up its details
      8. Click the audit log link

      Expected Results

      The new user account should have an audit log with entries in it showing the new account creation.

      Actual Results

      Audit log is empty.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
