[JIRAALIGN-1198] Fast Track: Error On Server When Modifying Program Increment (10.65 only)

Issue Summary

When modifying the date on a PI and saving we are hitting a 500 error. Please see the error message below. This is urgent because we deploy 10.65 in 3 days.
