Favorites: Velocity Trend is added when a user is adding Program Predictability

Steps to Reproduce

1. Login.
2. Go to Program Predictability Report. 
3. Open Favorites menu. 
4. Add Current page to Favorites. 

Expected Results

Program Predictability Report is added. 

Actual Results

Velocity Trend is added. 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
