[JIRAALIGN-1179] Budget Limits & Strategic Snap Shot Total Budget Limit not consistent

Issue Summary

The budget limit in a snapshot is 2,099,999,999 and Themes budget on theme slide-out is limited to 2,147,483,648

Steps to Reproduce

1. Step 1 - Navigate to the strategic theme grid and notice the budget on the slide out
2. Step 2 - Then Open a strategic snapshot slide out
3. Step 3 - Compare the limits of the budget
4. Step 4 - 2,099,999,999 vs 2,147,483,648

Expected Results

We should be consistent with both budget limits, limiting strategic theme grid budget to 2,099,999,999. 

Actual Results

2,099,999,999 vs 2,147,483,648
