[JIRAALIGN-1173] Recycle Bin Program filter should also return the items that have the selected program set as additional

Issue Summary

When we filter the work items by the program in the recycle bin - the results only show us the items that have the selected program as a primary one, if the item has the selected program set as additional - it will not be shown.

Steps to Reproduce

Preconditions: there should be an epic in the system. Epic should have Program1 set as primary and Program2 as an additional program.

1. Log into the application
2. Locate the epic from the preconditions
3. Delete the epic to the recycle bin
4. Navigate to the recycle bin
5. Set Program2 to the program filter
6. Validate if the epic from preconditions is displayed

Expected Results

Epic is shown

Actual Results

Epic doesn't display when the program filter is set to the additional program.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
