Issue Summary

Currently, we don't filter the release vehicle roadmap page by tier one release vehicle selection.

Steps to Reproduce

1. Step 1 - Set tier one to Program, PI, Release Vehicle (RV)
2. Step 2 - Then run the RV Roadmap report

Expected Results

We shouldn't allow users to select a filter if it's not going to narrow down the selections
This page should be able to filter by RV is selected

Actual Results

We see results based on PI filtering not including RVs

The below exception is thrown in the xxxxxxx.log file:
