Issue Summary

A Null value is added in a query causing an error when a user selects a PI

Steps to Reproduce

This can't be reproduced easily and could be because of a corrupted data.

1. User must not be a SuperAdmin and navigate to Program Increment
2. Select a Program Increment to view details

Expected Results

User should be able to see PI details.

Actual Results

Whooops screen displays

Workaround

This only affect none SuperAdmin users. If urgently required, granting SuperAdmin temporarily will let the user view the PI details.
