Issue Summary

Portfolio grid page ({{https://instance/programgrid}) does not honor Tier1 filter options when displaying portfolio entries

Steps to Reproduce

1. Set Tier1 filter options to some Portfolio
2. Browse to Admin (cog icon), then click Portfolios under SETUP section
3. Notice that all of the existing Portfolios in the instance are shown, regardless of any Tier1 selection previously made

Actual Results

All of the existing Portfolios in the instance are shown, regardless of any Tier1 selection previously made.

Expected Results

The Portfolios grid page should respect (need to filter by) Tier1 selections made, consistently with other pages in the system, like the Program grid (https://instance/ArtGrid) page, for example.

Workaround

Currently there is no known workaround for this behaviour. A workaround will be added here when available.
