[JIRAALIGN-1123] Theme: Strategic Initiative field is not configurable through Page Configs

Issue Summary

Theme: Strategic Initiative field is not configurable through Page Configs

Steps to Reproduce

1. Login.
2. Open Theme
3. Note that the Strategic Initiative field is visible.
4. Go to Administration>Details Panels Settings. 
5. Select any Portfolio and Theme in Work item. 
6. Check if the Strategic Initiative is available in Page configs. 

Expected Results

The field is configurable through Page Configs. 

Actual Results

The Field is not available. 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
