Issue Summary

Rearranging widgets/cards in Program Room resets if a new card is added.

Steps to Reproduce

1. Navigate to Program Room (Make sure some widget options are still disabled in "View Configuration")
2. rearrange the cards/widgets.
3. Click View Configuration and enable a new card then Apply.
4. Observer the behaviour

Expected Results

The recently rearranged program board layout should not change.

Actual Results

The recently moved program board widget/card moves back to their previous positions.

Workaround

After re-arranging the Progarm Board widgets/card, hit refresh to reload the program board so that the new layout will persist.
