    Description

      Issue Summary

      Forecast: Remaining Capacity displays the incorrect value when Capacity is defined trough Plan Capacity

      Steps to Reproduce

      1. Create a Portfolio, program, and PI. 
      2. Create Epic. 
      3. In Forecast access Plan Capacity and Configure it using Override Weeks in Sprint and Override people per team options. 
      4. Go back to Forecast and set some allocation for Epic

      Expected Results

      Remaining Capacity = Program Total Capacity - Epic Allocation

      Actual Results

      Remaining Capacity = 0 - Epic Allocation

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
