[JIRAALIGN-1119] Default program and PI are not based from the parent story

Issue Summary

When creating "Test Cases" via Stories view, the default fields for program and PI are based from the configuration filter.

Steps to Reproduce

1. Reset you configuration filter. No Program/PI should be selected.
2. Open a Story
3. Scroll and quick add "Test Cases"
4. Observer the program and PI field

Expected Results

Default Program and PI fields should be based from the parent story indicated on the Test Case.

Actual Results

Default Program and PI fields are based from the configuration on the config bar.
