[JIRAALIGN-1118] Unable to add Tags filter in story grid

Issue Summary

Tags filter in story grid for some customer instance is not working properly. The user is not able to add the tag filter and if it's added, the user cannot remove it.

Steps to Reproduce

1. Open story grid
2. Select a program and PI
3. Click Apply Filters, scroll down to Tags and add a string.
4. Click Filter

   Expected Results

   Tag filter should be applied on the view.

Actual Results

No Tag filter applied.

Workaround

Tag filter works in story grid if you do it from advance configuration. Another way to display the filter is by logging out of your account after the filter is added then log back in.
