Issue Summary
Color Scheme and Thresholds for Program Allocation report do not match what is defined in the legend or in the documentation.
This was raised by a customer initially in the community forum:

Reproduces for us on the bauidemo test instance.
The user is seeing orange and olive on the report, but orange neither color is defined in the legend or in the documentation.
A preliminary look at the report by one of the Jira Align developers revealed that correct color code may be:
0-1 is white, 2-89 is orange, 90-104 is green, 105+ is red
Steps to Reproduce
- Log in to Jira Align and navigate to the Program Allocation Report located at: https://<agilecraft-instance-url>/ProgramAllocation?FirstTime=True
- Select a Program and Program Increment in Tier 1. (in our reproducer we used the Mobile Program, and PI-5 respectively).
Expected Results
- The color scheme in the resulting report should match what is documented in the legend on the Report and in our Help Documentation.
Actual Results
- We end up with two colors that do not match up: orange and olive, neither of which are documented as valid colors / thresholds. The Olive color can be seen in Column 23 of the "Baltimore" team swimlane. See screenshot:
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
