Issue Summary

Defects: User is allowed to create a defect with Sprint but without PI on initial creation.

Steps to Reproduce

1. Login.
2. Go to Defect Grid.
3. Click Add Defect.
You should have a Portfolio with enabled Sprint in Page configs.
4. Select Program.
5. Select Team.
//Don't select any PI
6. Check What appears in the Sprints list.

Expected Results

Sprints aren't listed.

Actual Results

All Sprints are listed, User is able to select it and save Defect

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
